Short answer: 99.99999% No

Long answer: Once you've downgraded to Starter Plan your Rectxt Number will go back into public circulation. We're not saying that it's impossible to get your previous number again, and we don't know the exact probability, but we'd guess that you're more likely to find that purple squirrel that you've been searching for...
